The Old Dominion Chapter got it’s start in 1978 by POCI member Doug Hertless. We had our first organizational meeting at Maymount Park in Richmond. Our Charter officers were: President - Doug Hertless, Vice President - Scott Jackson, Secretary-Treasurer - Susan Hertless. The newsletter editor was Mike Abernathy. Our next meeting was a show and shine at one of the picnic shelters at Bryan Park.

We were presented with our Charter at the 1978 POCI Convention at Orlando. Our first larger activity was a dealer display at Haley Pontiac in 1979, when they were still on Semmes Avenue. Our cars were displayed both in the show room and in the lot. We had about 15 cars show up for this event. One event was an after hours tour of the Federal Reserve Bank of Richmond in 1982, arranged by one of the members who was an employee. While not selected, we submitted a bid for the 1982 POCI national convention.

After a period of dormancy, the chapter was resurrected in 1986 as Mike Abernathy sent letters to determine interest. Approximately a dozen people attended the organizational meeting at Mike's house. The president was Mike Abernathy, Vice-President - George Tate, Secretary-Treasurer - Louise Tate, Newsletter - Mike Abernathy. Over the next few years some of our activities included a number of Show and Shines conducted on the street at Haley Pontiac. Membership grew during these various events so it became time for us to consider having car show.  The show became reality in September 1988 on the street at Haley.  We drew 40 cars with our first show.
